This idea is more of a template one vs a specific thought- out idea as it’s one that can be used several times with variations depending on what the plot is and who the characters are being used.
The first pic is the aftermath of a hurricane in town while the second pic is damage along the way into town.
One thought is a team of criminals or mercenaries are sent into the town to go steal something during the aftermath of the big storm because it created a big opportunity that wouldn’t have been there if not for the storm.
This idea could be fleshed out by who hired them, who are they, what are they after? This is a simple plot idea that could be used for several different stories alone.
Another idea is to do the reverse. Instead of trying to get into the damaged area, someone or group is trying to leave it and are faced with challenges because they got stuck there during the hurricane and now their exit plans are completely gone/disarray.
One idea I like is maybe use one of these ideas as flashback scenes instead of a full story set here and instead insert it into another story that somehow ties into the hurricane event as well.
A character could be reflecting back to this as something that happened to them. A lot of possibilities.
